Anything that decreases efficiency will increase emissions. Obviously braking more means your trip is less efficient. Probably more stressful, too. Stop and go traffic can make people very irritable.

Intense braking does create a fume of sorts if you get your brakes to heat up a lot. Smell is pretty strong too. But... not convinced on the OP's article. Plus it's not like normies will be hitting the backroads like my buddies and I do so I don't expect them to even get to smell this, ever.
