Why do tolls still exist? Because in America the rentier class has won. No public infrastructure is possible here, since about 10 years ago, without "a public-private partnership." This is held to be good policy.

I do live in the area. when the 80/94 junction is ALWAYS UNDER CONSTRUCTION OR BACKED UP, sometimes the skyway seems like the better option. Last week it took me over an hour to get from alsip on 294 to i-65 in indiana. over an hour for less than 30 miles.
