The van is just for mobility. Broadcast for a bit, go silent for about 20 minutes, broadcast again after getting some distance from initial broadcast area. Maybe even broadcast twice in a general area occasionally to get the nigs giddy, then not go to that area for a while. Hamnigs aren't going to get off their chairs to go hunt someone down and I don't think the FCC would send someone on a wild goose chase unless it was very important.

let's say i do this with a rig of batteries, an inverter, a Pi, and a burner phone for data. VPN and place these things in densely populated areas so they can't ping the phone and see it off by itself?

Yeah radiowaves are insane. They propagate very well. Also you can extend transmissions by skywaves aka 'skipping' the signal off atmosphere.

Tape a loop antenna wire on the inside of the roof.
They would literally detect and locate you within minutes after you start broadcasting. Unless you use existing emission band margins for quick broadcasts and often change locations, but that's not really a station broadcast.
