Because, you see, the problem with corruption is: It cannot be centralized. If the guy at the top takes a cut, so will the next below him and the next below. And nuclear forces are oh, so very expensive to maintain, with so such obscene amounts of money and material to be diverted and embezzled.
And under what circumstancs will the missile forces ever be put to the test anyway?
There is only one case really and czar Putin will certainly not come to punish his corrupt underlings AFTER he got evaporated along with the rest of the Kremlin, because drunken vatniks stole all the copper wire from the missile silos.
