What about the abysmal performance of the russian army and their comically excessive ammount of corruption makes you think their missile forces are in any better state?
Because, you see, the problem with corruption is: It cannot be centralized. If the guy at the top takes a cut, so will the next below him and the next below. And nuclear forces are oh, so very expensive to maintain, with so such obscene amounts of money and material to be diverted and embezzled.
And under what circumstancs will the missile forces ever be put to the test anyway?
