He declassified the documents when he was President.
He doesn't have to follow any protocols to do that.
He doesn't have to fill any forms.
He doesn't have to ask anyone authorization or council.
Any bureaucratic procedures around the declassification only exist to keep the record updated and clear of what is or not classified, not to limit what a President can do.
He can literally wave his hand and say, "it's declassified".
The espionage act cannot be used against a President, or against the acts of a former President when he was President because his power comes from he US constitution and a statute cannot limit this power.
Also, no statute can create or limit the qualifications for someone to be elected President, those are in the US constitution.

"Former" is the official title of any man who has been president and no longer is. "President" is wrongly used to refer to past presidents. The media frequently refers to democratic former presidents as "President" - they love talking about "President Clinton" and "President Obama".
It is gramatically wrong to refer to Mr Trump as "President Trump" until 2024 when he will, once again, be rightfully ackowledged as the sitting president of the United States.
