You need at least two for them to be of any use, and then you need two sets of escorts, the better the AC the more escorts are needed, and then you need naval access globally, which takes time to build.

There are 2 ex-USSR aircraft carriers (The Kiev and the Minsk) which are privately owned in China.
They are smaller than most current carriers but would probably make good drone carriers if refitted. I think they are being kept "as museums" just in case the Chinks need to do that.
