You thus strengthen your own voting base by impoverishing the city. Since all you care about is getting re-elected, and your lifespan is finite, you don't care about the long-term damage to the city. Prior to the Harvard study, people assumed that politicians would act in the best economic interests of their constituency; now it is understood that they prefer to keep their constituency dependent on political favors in exchange for votes.
