IIRC this statement and recommendation was given only by the bishop Hilarion (Alfeyev) in a TV interview, who at the time was handling the foreign affairs of ROC but has since been "demoted" to the position of metropolitan of Budapest. He is known for his ecumenist and progressive stances and beliefs and thus not at all in favor within the church or with people at large.

I listen to a lot of lutheran podcasts from the US and they are all incredibly based and traditional, so it is sad to hear. In Germany the state church is cryptocommunism for the most part, but here and there invidual pastors and parishes try to stay defiant. Outside the state church there are only small Lutheran groups sadly
