Start a massive death squad campaign consisting of police and military. go around to each slums and arrest criminals or kill those who don't surrender. then take them to secluded areas and kill them. I'd say that killing off the gang members would make the biggest impact. keep the jails open for low level criminals like thieves and other miscellaneous crimes.
