A majority of that ammo ends up on big retailer's shelves. We used to get entire skids of ammo in plain white boxes marked, "Winchester" or "Remington" with nothing but the caliber, grain weight and average velocity on the end flap. As with everything, whether it's toilet paper, or Post-it notes or hammer handles, you can always count on the feds to order twice as much as they need, use half as much as they order, and sell the remainder as surplus at half of what it's worth. I bought a ton of it, and at employee prices!
It's heart warming to think that when I finally shoot it out with the Feds, some of them will die with bullets that the HNIC's administration ordered lodged in their bodies.
