In my city when the government subsidised student rent by an extra $50 it resulted in rents immediately going up by $50.

An educated citizen produces returns to your GDP and taxes much more in excess of any education costs there could be. Having it be government funded also encourages government to force the system to become more efficient and therefore cost less.
