While it can happen its more difficult to rig house elections then senate races. Democrats were fucked over by the 2020 census because it removed something 25-30 seats from safe blue (and ohio) areas and added some to to texas and flordia. Riggers can rig but most those seats seats are democrat incumbat anyways. The only way that would work is if they went put out their way to rig 35+ random Midwest and southern seats that nobody was expecting in hard red areas
