Yes. Ukraine was cultivating a culture of irredentism regarding Ukraine and the separatist areas. Minsk agreements were never fulfilled. NATO and Ukraine refused to rule out Ukrainian NATO membership; Ukraine even wrote NATO membership into their constution. It was likely there was eventually going to be a war anyway.
Ukraine was arming itself at scale and was about to start mass production of Neptune and Hrim-2 missiles this year. It is better for Russia to start the war before Ukraine gets those missiles in quantity. At least now the missile factories are destroyed and Ukraine can't produce more, and the mouth of the Russian canal system at Rostov is protected.
