>What's happening? On August 7 Ukraine shelled the Zaporizhzhia nuclear power plant damaging high-voltage power lines and very nearly hitting storage of spent nuclear fuel. In response a security council meeting was called on August 11 to discuss the situation. During the meeting Russia and Ukraine changed blame while the other participants largely stayed out of the discussion making vague statements of concern. The meeting ended without any actions agreed upon, and over the past weeks Ukraine has continued to shell the nuclear power plant on several occasions. For this reason Russia has called another security council meeting.
>Who's participating? The UN security council is made up of 5 permanent members: the USA, Russia, China, Great Britain, and France, and 10 non-permanent members with 2 year mandates. These are currently: Albania, Brazil, Gabon, Ghana, India, Ireland, Kenya, Mexico, Norway, and the United Arab Emirates. As this matter concerns Ukraine, it is also invited to the meeting.

Despite the meeting's topic, no one wants to actually touch that hot potato, or risk their relations with either party. So third world countries make vague statements about "war is bad" and western countries ignore the whole shelling part and accuse russia of random stuff to change the narrative. They can't blame Russia of the shelling because that would be lying and ruin their diplomatic image, but admitting ukraine is responsible ruins the russia bad narrative. You'll find that only Russia and Ukraine will make direct accusations about the shelling
It keeps the US from trying to back-door a substantive UNGA res like the one they got for the Korean War when the USSR boycotted the UNSC in 1950. The UNGA res was complete illegal bullshit, but it's better to just keep them tied down in the Security Council than risk an end run through the General Assembly.

Russia's diplomacy throughout the conflict seemed largely aimed at the third world (BRICS et co). They might be calling these meetings just to have the west expose their own ludicrousness in refusing to stop their puppet from causing a nuclear disaster. Maybe Russia wants to wash their hands beforehand if they believe a nuclear disaster is inevitable. I can't really think of any other reason to call security council meetings that will obviously result in nothing.

The sign is a subtle joke. The shop is called "Sneed's Feed & Seed", where "feed" and "seed" both end in the sound "-eed", thus rhyming with the name of the owner, Sneed. The sign says that the shop was "Formerly Chuck's", implying that the two words beginning with "F" and "S" would have ended with "-uck", rhyming with "Chuck". So, when Chuck owned the shop, it would have been called "Chuck's Feeduck and Seeduck".
