What this works out to be is a transfer of our wealth to banksters and schools, much like obamacare transfers our wealth to insurance companies and medical institutions, and the ACP (ever hear of that one?) transfers out wealth to internet providers and a whole host of other scams transferring our wealth to corporations under the guise of subsidies to mitigate climate change by raising the government debt ad infinitum.
