Those that vote in democratic elections will NEVER enter Paradise unless they repent and embrace Islam. By voting for politicians that change God's laws, you are taking them as false gods (Taghut). Allah commands humanity to reject the false gods as legislation is for Him alone. Allah says in The Qur'an:
Have you not seen those who claim to have believed in what was revealed to you, [O Muhammad], and what was revealed before you? They wish to refer legislation to Taghut, while they were commanded to reject it; and Satan wishes to lead them far astray.
And [mention, O Muhammad], the Day when He will gather them together [and say], "O company of jinn, you have [misled] many of mankind." And their allies among mankind will say, "Our Lord, some of us made use of others, and we have [now] reached our term, which you appointed for us." He will say, "The Fire is your residence, wherein you will abide eternally, except for what Allah wills. Indeed, your Lord is Wise and Knowing."

If he promotes democracy then he is not your Reis as he is promoting shirk. And therefore, you must reject him and label him for what he is which is a murtad. And it's not permissible to give your allegiance to a leader that changes Allah's laws and believes in secularism.
