Criminalize the driving of a vehicle within a certain number of miles about a city unless for explicit work purposes having to do with work functions. You can reasonably be expected to walk up to 3 miles for a daily commute to work and there could be public busing options performed for a fee. Nationalize the oil industry. Offer dirt cheap gas to country people and city people authorized to drive in city limits and export the rest to supply for government expenses.
