No it would be a net loss and make things worse. Tap pressure comes from electric pumps. You cannot extract power from it without raising the cost of water more than the value of power you get.

drill a well in your yard, it's easy all you need is a hose, a cutting bit made of steel which you can make from a steel plumbing fitting, a shank to bear the force, and some pvc to screw into the shank, then you attach your existing municipal hose connection to the end of the pvc, turn on the water which will flush out whatever's below the bit, and slowly rotate the bit back and forth into the ground. Hoping you don't hit a big rock or something before you hit the water table.

You can make a well for cheap as long as you have suitable conditions.

Lots of places the water will well up from the ground if you go deep enough into the water table. Or you can use a pump.

Hydroelectric dams use a "little" more water than this... OP...

Nah I misunderstood. I though you were putting a pipe into the ground, attaching a hose to it and expecting water to come out lol.

Well the water provider is pumping the water so to have any chance on a good power/cost ratio you could take advantage of that. Maybe try to get the water as high as you can then use wheels to turn generators on the way down.
