DESU I don't really see any problem with killing enemy propagandists during wartime. I don't really view them as civilians, they're part of the war effort. It's like bombing a munitions factory, you can say the people working there are civilians and not military, but it's still a valid target in my book. Note: an ACTUAL munitions factory, not like Russia does it where they shoot at apartment blocks and then claim they were munitions factories.
