Lmao retard. Upon achieving military victory you no longer make demands, you just take what you want how you want, because enemy has been defeated and can't physically stop you. Enemy ceases to exist as sovereign entity upon achieving military victory. Refer to what happened to Germany after WW2.
Demands are made before that as offer for enemy who isn't yet defeated but not in good position to cut losses but still save themselves. Scale of demands depends on existing balance of powers.
If Ukraine surrendered day one, it would have probably got away with having to acknowledge Russian ownership of pieces it lost in 2014 and being forced to stay neutral. As you see, as of current balance situation allows for much fatter demands. However, it still keeps its sovereignty if it surrenders. If military victory is achieved, there will be no longer such a thing as the Ukraine.
