The UN serves the purpose of fascism you mention as it ensures every state to abuse their people and centralise accordingly. This is why Afghans can rape kids and foreign soldiers can't stop them without being punished, or Saudi Arabia can kill political dissidents (as Mussolini used to) with the blessings of the UN.

The UN if anything, recognises the right of any current state to repress their own people by any means necessary without anyone else to intervene - and goes as far as to feed any state if they are facing adversity even(!) instead of letting them collapse.

So as you can see the UN is a tool for pushing fascism and keeping it in power.
