It's quite a bit more complex than that. It does in fact cost the lender and servicer to hold student debt in of itself. But much like a 'not for profit' being more complex, the real income isn't from the debt per say, but rather for its value as a guanteed return. As federal debt is nigh impossible to discharge without pay, they make for great portfolio diversification, particularly in securities. Meaning it's most hedge funds and boomer retirement accounts and 401ks that actually 'own' most student loan debt. The reason broad forgiveness is unpopular is that it will pull the bottom out of these securities and leave mostly investment firms like Vanguard holding the bag. They, not the taxpayers, is who will suffer the majority of the consequences particularly if they are fiduciaries..
