if? japan currently operates 4 small carriers, 20+ attack submarines, and ~30 destroyers. their airforce and army are also larger than any european force, and much more modern. i would rank japan 4th after the US, China, and France. Russia has proven itself to be a third rate power with the debacle in ukraine, so they're likely not even in the top 10 anymore in a conventional-weapons sense.
