He's not really nobody, just not that big of a figure as Western media are making him to be.
He was involved in establishing some groups in the Donetsk separatist movement back in 2014. That's why Ukrops declared him persona nongrata and then he got sanctioned. Surely not for just words and a bunch of books.
And he and his daughter have been playing as Putin's trumpets for this EuroAsian doctrine for years. I guess Ukrops wanted to make a point to Russians that they're not safe from the war. So they picked a symbolic target that was easy. He probably has no security detail, so planting the bomb was easy.
