Why do that when you can just make land affordable again by driving speculators like Blackrock out of business? Tax them for 100% of the increase in value of the property from year to year. That removes any potential benefit of land speculation and ensures that nobody will buy and hold land without a solid plan for using it. If such a tax were instituted, Blackrock and Gates would be selling their land as fast as possible to someone who will use it.
They mostly transport themselves, looking for places with good conditions for being homeless. San Fran is a good example, soft policies, generous aid organizations, drugs, and good weather.
Although I wouldn't be surprised if less hobo-friendly cities pay for homeless to get deported from their own city and sent somewhere else like San Fran.

Immediately take all homeless into the US armed forces. They will serve their country, receive medical care, mental health care, training, and housing. Those that are unfit for service, will be taken to government ran asylums, for the insane, if and only if they are a danger to society. The rest go to training at Goodwill type organizations, and join the workforce, while still living on base, they can provide janitorial and cooking / food prep for those that do serve. After X amount of service, they will be given government housing, off base, and a car to provide them with a way to travel to work outside of the base, if they choose.

That homeless number is incorrect, since it only counts actual bums living in the streets and smelling like shit. If you wanted to address empty houses, you would also have to add in all the adults living with parents which I am sure are many times higher then number of bums. If you give homes just to the bums, then you will basically incentivize people to become bums. There is no other way then to whip your population.
