That's not contradictory. Reagan was governor of California when this movie came out. He started wrecking Mental Health Institutions when he was Governor, not when he was President. Reagan had a problem where he saw the world through the lens of movies. He changed his position on whether Nuclear War would be winnable or not based on the TV miniseries "The Day After" in 1983. From personal experience, all they did by shutting down the mental hospitals was further overload the prison system. This has prompted lawsuits when the deranged inmates hurt/kill themselves which has caused the department of mental health to step in and act like they run shit in the dept. of corrections. This means that inmates deemed to be mental health risks are catered to and not punished the same as other inmates. They show their ass and instead of getting their asses beat, they are temporarily taken to a "crisis stabilization unit" where they can watch cartoons, eat pizza, color with crayons, hold hands and sing kum ba yah or whatever the fuck they do there. All they have to do is say a trigger phrase like, "I'm going through a crisis" or "I feel like hurting myself" and POOF! They get whatever they want. Meanwhile, the real mental health risks actually kill themselves instead of bitching out and crying to their mental health counselor like pussies.
