In the early 90s, the Baltic countries had a significant (for their population) industry of high economic redistribution (automotive, radio-electronic etc, for example, Riga produced electric trains for the entire USSR).
This powerful industry required a significant amount of energy resources. The USSR solved this with pipe gas supplies, the inclusion of the Baltic States in the unified electric power grid of the USSR, the construction of a large number of power plants, including nuclear power plants (Ignalina NPP).
The United States demanded that these countries abandon energy resources from Russia after the collapse of the USSR. The NPP was closed, gas consumption fell by ~2.5 times, these countries do not export gas from Russia, instead they consume liquefied gas.
To meet these requirements, it was only necessary to reduce the population by a third and close all heavy industry. The same will happen to the whole of Europe in the near future.
