Listen up, no guns no heavy work. Rifles are big boy guns for field and woods engagements. They are fucking powerful for a reason, hitting accurately and strongly at long range. They are large, heavy and unwieldy in tight quarters, such as narrow alleys or inside building. Did it ever strike you as curious how many people are killed by small pistols each year and how few are killed by rifles? It's because the rifle is to large and heavy to bother with for tight quarter one vs one engagements. Which is most of the gangster trouble you hear about on the news.

Some of them do and actually have the capability of using them. Gun runners are definitely using them and have security posted on top of buildings when selling their black market weapons, so if someone was dumb enough to try robbing them they get a hail of bullets from the roof.

That is hard to do, possible, but hard to develop. Takes a lot of security during the development phase to make that happen.
Major issue is noted here: It just is not nearly as easy as people make it out to be. Keep in mind that using a sniper takes time and planning, a lot of time. This is not just some of you and your buddies grabbing some pistols, getting dropped off at a corner, run around the corner, pew pew pew, then run back to car and take off. There are going to be hours of you waiting from insertion to shot. The people involved in this are NOT the kind of people who can do that.
