Ukraine have both shown video when they did the attacks, bragged about it and the serial numbers of the ordonance that has landed (from parts of it) indicates that it is hellfire, brimstone and one of those polish suicide drones.
So it is Ukraine doing it and Russia are willing to shut the plant down completely to avoid disaster, that is why we here the oy veying and kvetching now.
The Ukrainians want the power plant back, and they want it to keep produce energy while they constantly attack it and it is in Russian hands.

Early on there was a ceasefire in the plant for workers to be allowed to continue operating it for the sake of avoiding a meltdown.

Ukraine doesn't gain anything by causing a nuclear meltdown either, it will completely fuck up them as much if not more than Russia, even if NATO gets involved the land will be contaminated and radiation will spread much more than even Chernobyl since the plant is a lot bigger.
As user said, Ukraine could just as well park HIMARS next to other plants in their own territory but that would be a pretty bad thing to do.
