Russia has never respected a treaty like that. It makes zero sense to negotiate when Russia has already declared their intent to take all of Ukraine. Any negotiation would only allow Russia to re-arm and adjust strategy. In the end only Russians would be left in Ukraine. The other 35 million Ukrainians would be refugees in Germany m.
