Ukraine has dozens of millions of people who hate Russians, while looking like Russians, and being able to speak Russian. That means that if they want to, they can infiltrate Russia very easily to commit terrorist attacks, as Chechens used to so.
Russians see the war as something that happens outside Russia. It's in the best of interests of Ukraine to make Russians feel that as long as the war continues, a bomb could explode in the subways of Moscow, or if the Russian is a politician or journalist who supports the regime publicly, that he could die in an explosion whenever he gets in his car and turns the engine on.
