You're wrong, if anything we need an air force and navy, an army only needs to be large enough to maintain equipment and keep bases/forts policed. Armies become police the minute the executive decides. Look at Katrina. What we need for law enforcement is a small professional force who deputizes as needed i.e. a sheriff. If you really need police, they should be drafted from the population and have very short mobilization, as in 6 months at most then you go back to your regular job. If a population cant be trusted to police themselves (ghetto monkeys) then they could be either isolated or occupied.
