Not really. Ukraine already had Totchka U until Russia destroyed all of them. They also had planes. Ukraine just got 36,000 artillery shells, Russia fires more than that every day. USA only had 2000 of all rounds HIMARS can USE. There are few ATACAMS. Plus if Ukraine fires and it bothers Russian Public will demand mobilization and Putin will get exactly what he wants.

Russia has 10x as many MLSR and tactical ballistic missiles than Ukraine deployed minimum. HIMARS is just a truck with rockets on the back. They only even have 8 left. The only thing that is really significant about this is that by having to use these it means Russia has already destroyed the near 1000 MLRS Ukraine had at the start of the military operation.

Soviet artillery guidelines (and general artillery guidelines) suggest using up thousands of shells for pretty minor fortifications. USSR genuinely prepared for a massive fucking war. You'd be a bit silly to assume we'd have a low stockpile of fucking ARTILLERY SHELLS, the most basic thing possible.

What is 'the scale needed' and what modern weapons you mean? Guided shells are easy to make, relatively. They're not rocket science. They're also by default a thing you don't need as much of as of regular shells, because they're guided.
