He already lost the civil war in heaven against Jesus/Michael and his angels. He was exiled to earth along with his demons. Satan doesn't dwell in hell. He dwells on earth. He's stuck here with us.

Lucifer is more of an anti-hero, rather than evil.
And was seen as such until about 250 years ago, where the terms Satan, the Devil, and Lucifer all became interchangeable with one another.
