I don't think there'd be any better illustration of the futility of road construction. If somebody actually built this, it would be fast for 5 years and then it would have traffic jams the same as every other highway in existence. Expanding traffic lanes is never ever a permanent solution for traffic; it makes more people feel comfortable driving and the lanes fill up again.
Nevermind all the homes and shit you'd have to seize through eminent domain just to build it.

They're worse. When I went to America it was gross to see how all the houses looked exactly the same and it turns out it is because the local politicians are too lazy to create planning laws. So they just all adopted some basic regulations that mean wooden framed apartments can only go 3 stories high on a brick/concrete base. So all houses in America look like this because your government has given up any form of governance and they now spend all their time trying to get elected and taking bribes.
