the first step in creating any form of media is to identify your target audience. I think in this case that it would be reasonable to assume that their target is reddit and similar types of social networks that are commonly used by the lowest common denominator, have a high degree of build in peer pressure and a relatively low potential for truly constructive discussion

next would be their objective. seems obvious enough that they want to endear NATO to the unwashed masses.

next, we frame the idea we want the target audience to accept in a manner they can digest and ideally propagate themselves. catch phrases with related imagery is about as simple as a meme can get and allows for the consumer to modify it themselves, potentially making the distribution of propaganda self perpetuating

on a mechanical level, I don’t think they’ve done a terrible job. I could see idiots latching onto this given the right method of introduction into the online social ecosystem.

I would consider “fashwave” stuff to be essentially identical in structure to this, just more refined into something which can illicit complex emotion from the target audience
