What exactly is the rationale behind this? Why not just build a coastal city? When I was in Abu-Dhabi they told us every tree and shrub costs half a gorillion in upkeep because of arid climate and lack of freshwater. I'd imagine desalinating and pumping it for miles through "the line" would only make it more expensive.
