It is used on the Russian side to compress the gas and send it through the pipeline.
It was sent for regular maintenance to Siemens Energy Canada but then Canada refused to send it back to Russia because of the sanctions.
Germany intervened and got Canada to allow Siemens Energy Germany to receive the turbine.
Now Gazprom refuses to take it because the sanctions on the turbine are still in place and they would be breaking them and liable to lawsuits if they accept it.
So it just sits alone in Mülheim and the chancellor keeps taking pictures with it every few weeks.
