According to Transparency International's Corruption Perceptions Index, the country ranked 122nd out of 180 countries in 2021, the second most corrupt in Europe, ahead of Russia.

Poland did a shock therapy after fall of USSR by completely switching 180 degrees from centralized state run economy to the capitalist free market one and opened it's market to foreign capital while Ukraine tried to keep state run factories and sold them for 1 dollar to corrupted oligarchs, they also did not open their market to foreign capital and for example they only let buy their land like 1 year ago, till that foreign could not buy land in Ukraine. Overall Ukraine these 30 years was conducting protectionism policy while most of economy was run by oligarchs and russian oligarchs were the only ones investing in Ukraine. Other part is that Poles were always pro-western and wanted to be part of NATO/EU from the start while Ukrainians were more into "we are brothers with russians" after the fall of USSR.

Primarily because of Germany's guilt towards Poland that made it pay for all of its expenses throughout the last 30 years under the umbrella of the EU. Russia actually tried to do something similar with Ukraine since the 1990s but nothing was enough for the ungrateful hohol politicians. They robbed Russia left and right until there was nothing more left to steal and when Putin started to show them the other face they started to invite America into the conflict which eventually turned into a war.
