I used to be interested in this but there are no reliable sources other than Putin and the people who HATE Putin. It could have been either.

The first one is harder to find sources since only one person ever cared he said it and he never replied. Just ignored it.

Since it was Russia, one soldier decided to steal some and use for his tea. He quickly figured out it was not sugar and told his commanders. The next day he was transferred somewhere else.

The CIA has been punching Russia in the nuts nearly constantly since 1989. This "era of good feelings" was entirely one sided. 25 years after the Berlin wall fell (about 2014) it was pretty obvious to Russia that the (((West))) wanted to utterly destroy, break up, and subjugate Russia.

then it weren't just the apartment bombings there were also hostage takings involving dozens of terrorists in theaters and schools if these "people" did that, apartment bombings is the same ballpark
then the second war started after "Chechens" (in quotes because there were also many foreign terrorists) attacked Dagestan as part of their Caucasus Emirates plan, giving Russia/Putin a reason to end this once and for all
