I've heard theories that the states would find it hard to counter federal spooks because the states lack counterintelligence agencies like the FBI. In reality it's just police work. If there was a civil war, all the triggerpullers and people who actually know how to wage war would be on the side fighting against the regime.

In case of invasion it would give them time. If potential force invades from Poland, (2000 km) they barely managed to save Moscow. If potential threat invades from Eastern Ukraine (800km) I doubt they will hold Moscow.
