Thats not why they're exploring sail-assist at all. It's to offset high fuel costs. When oil was cheap, there was no real point. Now it matters.
There's also kite assist, which I don't believe is as efficient but also doesn't require giant fucking masts to be retrofitted onto your ship, and a furler and control system too, because the days of crewmen climbing on rigging are gone. Either way great idea because it reduces shipping costs, I don't give a fuck about the ocean.
