After a communist/socialist revolution, a country will usually have been going through a protracted conflict and the infrastructure will already be in a bad state, at that point the starvation is more of an inevitable tool to punish the supporters of the past system because the new government won't be able to feed everyone in its domain; and even after stabilization and rebuilding it remains an easy tool to use, as the overseers of the first famine will understand just what key areas need to be addressed to bring starvation to an area again.

Planned economies remove the profit incentive from people. Profit incentive has been the #1 reason humanity has advanced, whether the funds come from personal wealth or government grants. the purpose of communist ideology is to gain power not to govern in a way that the people prosper. stalin had to create prosperity in russia which meant pushing the jews out and then fight against the americans who were led by jews, so the jews lost power in the ussr and decided to leave by the 1970s, which is why "american" jewish leaders were anticommunist in the latter half of the 20th century
