2017: On the last full day of office for President Obama: Jan 17, 2017, they added an entry to the Federal Register Vol 82. The Federal Register is the official journal of the United States that contains government agency rules, proposed rules, and public notices. The rules they enact rely on actual laws that were previously enacted by Congress and signed into law. So the rules listed in the register are law.
Page 6890, states that the "CDC made final amendments to aid public health responses to outbreaks of new or re-emerging communicable diseases. It also affords due process to people subject to Federal public health orders".
Page 6969 of the document redefines what a public health emergency is. Page 6969, section titled: 'Precommunicable Stage' section [1]. Gives the Director of the WHO the power to declare an emergency in the US.
Page 6969 section titled "Non-Invasive, gives the GOV the power to search your body using non contact thermometers and thermal imaging, and visual examination of nose, ear and mouth. That section also gives the government the power (through some double negative legalease) to actually stick something in your mouth and in your nose. The word "excluding" is what does it.
Page 6970 of the document section [5] gives the Director of the WHO powers to issue recommendations on masks and testing (nose swabs). This line gives legal cover to the US CDC. So if Tedros says there is an emergency, you do as Tedros recommends.
-So basically the last full day of Obama on 2017, they made it acceptable to force something up your nose or in your mouth or ear. Need to go to ER? swab the nose. These entries were added four years before we knew about the virus.

Buried inside a massive spending bill is a change to the definition of a vaccine. They did it not by adding the text "mRNA", but by striking a previous definition of a vaccine.
Prior to the 2019 change to US Federal Law, the legal definition of biological product was as follows:
"The term “biological product” means a virus, therapeutic serum, toxin, antitoxin, vaccine, blood, blood component or derivative, allergenic product, protein (except any chemically synthesized polypeptide), or analogous product, or arsphenamine or derivative of arsphenamine (or any other trivalent organic arsenic compound), applicable to the prevention, treatment, or cure of a disease or condition of human beings".

he December 2019 change to the definition of “biological product” is found in the "Further Consolidated Appropriations Act, 2020", and reads as follows:
SEC. 605. BIOLOGICAL PRODUCT DEFINITION.
Section 351(i)(1) of the Public Health Service Act (42 U.S.C. 262(i)(1)) is amended by striking “(except any chemically synthesized polypeptide).”

The panel discussion focused on what they perceived as the need for a universal flu vaccine, but they admitted that the old way of producing vaccines was not sufficient for their purposes, and that they needed some kind of global event where many people were dying to be able to roll out a new mRNA vaccine to be tested on the public.
