Correct me if i'm wrong, but there are a lot of ongoing deals with Ukraine right now. Just because there's not wholly new ones does not mean there's no work being done.
As it stands Ukraine is already making effective use of some of the stuff they've been given, and Russia is continueing to show military failures.
