Because no one builds community pools in ghettos, no one in the ghetto has a pool and when the kids do finally go swimming, at the beach or where ever, their mothers usually have so much shit in their hair to give it style, that they CAN NOT get it wet otherwise it'll fuck everything up. I will give you a serious answer: Sub-Saharan Africans have higher bone and muscle density than other human ethnicities, making their floatability poor. They can definitely learn to swim but it is a much harder challenge for them than for other humans.
It has nothing to do with communal pool availability. In my country swimming lessons are compulsory in public schools including in areas where Sub-Saharan Africans are many. Yet Sub-Saharan Africans still struggle to swim, even those who excel in other sports that are taught in school.
