I don't think this is true at all. Brits ruled and developed countries that were essentially shitholes at the time, as did many European powers. The brits in the colonies basically segreated themselves from the people they were ruling. The dominions of Australia, Canada, New Zealand etc. were different because it was colonialism rather than imperialism.
