Dedovschina is much more than hazing, its continouus system of keeping hierarchy and day to day discipline among ranks and file. It derived from prison (and boarding schools) culture that predated Soviet Union and wasnt even uniquely Russian, but communists let it spill over into military, because it was convenient for them as an unofficial means of controlling multiethnic army, without investing much into short term NCOs risen from the ranks. For Russians only career officers are worth such efforts, because they can be thoroughly indoctrinated by centralized military education and esprit de corps and also keep loyal by material incentives. Russia was always a centralized state and the priority was avoiding creation of local leadership capable of fomenting unrest and challenging federal power. Most if not every combloc conscript based armies had at least the elements of dedowschina implemented, but since most of them also lacked ethnic and political tensions of Soviet/Russian scale it was always a watered down version of original, being just a way for the cadre to spend less time policing conscripts, without much deeper political implications. It lasted only as long as conscription, getting progressively milder after the fall of communism to the point of being a meme. If later conscription were re-adopted, like in Lithuania, it would follow Finnish model, so it's more of a social work, with no real hazings.
Like everything in Russia, it always goes deeper and darker, everything is always worse than you can think.

The cartoon is inaccurate because the US has not depended on the Saudis since the shale oil revolution of the 2000s. US shale is both lighter than OPEC crude (less likely to shit up refineries) and cheaper to extract, even if Saudi crude specifically is still a bit cheaper. I've had a Dagestani admit that they harass and extort russians in the military because they somewhat unconsciously perceive russians as fucked in the head (in a wrong way) Like, young Dagestanis are violent and somewhat asocial, but in a simple, cruse and straightforward way, while russians may smile and tell you one thing, and then kill you in the sleep or gang up with other russians and rape/beat you. So they unconsciously beat them first to prevent them from doing exactly this. I'm not fully convinced by his explanation, but for some reason long ago crimean tatars also had a saying "if you have a russian friend, keep your axe close". Maybe they both were onto something, eh?
