The majority of IRS busts have always been against small businesses and middle class people, not wealthy wallstreet fat-cats and mega-corps. Big corporations have lawyers and money and the ability to fight and dispute IRS claims. But against little people like Joe Blow and mom&pop shops? Those guys don't have can't afford the time/money/energy it takes to dispute the IRS, so they're forced to roll over. In this way, the IRS prefers going after little people who likely didn't even do anything wrong, simply because it's easier for them.
All the new footsoldiers is just indicative that they're ramping this up and going to be targeting every single middle-class american who's ever so much as sold more something on ebay or mowed a few lawns on the side.

The bill contains 14 times the amount of funding for “enforcement” — such as audits — as for “taxpayer services” — such as answering the phone. It even provides money for new cars for agents, though the inspector general found the fleet is already too large and the IRS can’t prove the cars are used strictly for official business.
In other words, it failed its own audit.
The law also shovels more taxpayer money toward new IRS “office rent” though 53% of IRS employees never set foot into an office because they “work from home.” How many of these are expected to pack heat and “be willing to use deadly force”?
