The majority of IRS busts have always been against small businesses and middle class people, not wealthy wallstreet fat-cats and mega-corps. Big corporations have lawyers and money and the ability to fight and dispute IRS claims. But against little people like Joe Blow and mom&pop shops? Those guys don't have can't afford the time/money/energy it takes to dispute the IRS, so they're forced to roll over. In this way, the IRS prefers going after little people who likely didn't even do anything wrong, simply because it's easier for them.
