It was a good blow, the problem was that Japan could not continue the war.
Japan knew it wouldn't win. The goal was to cripple the US fleet long enough to seize Pacific resources so it could hold on for a war of attrition. Half the fleet was not in the harbor that day and the attack went kind of shitty anyway. They gambled and lost.

A saturation attack against a carrier group is a posible strategy, but keep in mind that the American Navy will not risk assets that are hard to replace in order to make a bluff, also China will have a hard time resisting the consequences of a war, like sanctions and things like that.
No one wins from a possible war, unless the Russians and the Chinese are willing to start a WW3 and replace the USA as a dominant power.
Japan was pretty much forced to go to war with the US sooner or later due to the oil embargo: if they hadn't, the Americans would have continued to bully them until they were too weak to oppose them since it was already emerging American doctrine to take control over all of Asia anyway. They were also admittedly much weaker than the US militarily so they had to count on strategical advantage (like in Russia) or guts and fool luck (like in the Mongolian invasion) in order to win the war. But China doesn't need US imports, and it's already winning over Asia bit by bit just thanks to their population and geographical location. They can just wait until America inevitably stagnates and then take over. I'd like to see this war happen just to see how it would effect global geopolitics, but I think it very unlikely that the Chinese would be dumb enough to risk war over nominal ownership of a big island that happens to fill a production niche.
